The chapter on CIA and Army drug testing, with sections on MKULTRA and the death of Frank Olson. It describes tests that culminated in the use of unwitting, nonvolunteer human subjects.
“The details of these programs may never be known.” source
Scanned chapter hosted by the AARC Public Library; text read in the official reprint (Appendix A of the 1977 hearing, footnote 2).
White House memo proposing that President Ford apologise to the Olson family, with a Justice Department summary quoting the Rockefeller Report (p. 226) on CIA drug research and setting out Olson's dosing and death.
“Prior to the publication of the Rockefeller Report, no government representative has ever disclosed the full details concerning Dr. Olson's death.” source
Official catalogue record of the 1977 joint hearing: 95th Congress, first session, Select Committee on Intelligence and Subcommittee on Health and Scientific Research.
Full report. Chapter 16 summary (p. 37): the CIA gave LSD to people unaware they were being tested, one person died in 1953, criteria were tightened in 1963 and all drug testing ended in 1967; recommendation 27 bars testing on unwitting persons.
“This was clearly illegal. One person died in 1953, apparently as a result.” source
Date is the covering letter of 6 June 1975.
Interviews and witness statements: who, in what role, when and where it was said.
Official hearing record. Admiral Turner reports seven boxes of MKULTRA records, 149 subprojects, 185 researchers and 80 institutions. Appendix A reprints the Church Committee chapter on drug testing, including Olson's death.
“The records of all these activities were destroyed in January 1973, at the instruction of then CIA Director Richard Helms.” source
Quote is Senator Edward Kennedy's opening statement. The intelligence.senate.gov copy of the same PDF returned HTTP 403 from here; the GPO copy on govinfo.gov was used.
Our own reading of the file, written from the sources on the other sheets. Opinion is marked as such.
On the core facts the record is unusually firm, because it comes from the agency itself. The CIA's Director told the Senate that MKULTRA ran from 1953 to 1964, listed 149 subprojects by category, and said six of them involved tests on unwitting subjects. The Church Committee had already described covert drug tests and the death of Frank Olson. The White House drafted an apology to his family.
The gaps are just as documented. The files were destroyed in January 1973. What survived was found by accident in 1977 because the finance section had sent its own copies to storage in 1970. Those are vouchers and approvals, not results. The Church Committee itself wrote that the details of these programmes may never be known, and the CIA said the records contain no names of the people who were drugged.
Our label is Confirmed for the programme, its purpose, the unwitting testing, Olson's dosing and the destruction of records. It does not extend to the larger claims that grew around the name. On those, the people inside the programme told the Senate the opposite of what the legend says.
The record does not support the most popular version of the story: a CIA that learned to programme people. Asked about the results, Admiral Turner agreed that the experiments produced few useful results. John Gittinger, a former CIA employee, testified that by 1962 he was satisfied that brainwashing as an esoteric technique using drugs did not exist, and that “The Manchurian Candidate” had made something impossible look plausible. Believers reply that the people who would know destroyed the files.
